Director of Community Based Flexible Supports

As Director of CBFS services, Debbie Turner oversees all aspects of this program that provides support to individuals with serious and persistent mental illness. Since coming to MHA in 1980, Debbie has dedicated her career to support recovery, maximize independence and self-sufficiency, build skills, and promote wellness for individuals whose lives have been affected by serious mental illness. She began her career as a caseworker, rose through the management ranks at MHA, and in 2009 took on the senior management position of Director of CBFS.

As CBFS Director, Debbie oversaw the development of the CBFS model and expansion of the agency’s previous services for 40 individuals to 203 served by CBFS. Over the years, the CBFS program has consistently delivered excellent outcomes for the individuals served, including lower than area and state rates for psychiatric and medical hospitalization. During her years at MHA, Debbie has built effective working relationships with other area providers, landlords, housing authorities, and state and local officials. She is known across the community as a staunch advocate of those she serves.

Debbie has a bachelor’s degree with a concentration in psychology from Merrimack College.
